The APS program is implemented in the field through APS Specialists, who are Office of Field Operations staff, located in the county DHS offices.

The six DHS management areas each have an Area Director and APS Field Liaison. The Liaison provides technical assistance, quality assurance and support for the Counties, staff and area office in the APS program.

Adult Protective Services State Office (APS) has responsibility for Program planning, staff training, technical assistance, emergency fund management and APS policy development. SOAPS is a unit in the Family Support Division of State Office.

SOAPS program staff provides answers to questions concerning policy, procedures and protocols while personnel, staffing, equipment and maintenance issues are the responsibility of the County and Area Directors as well as the Office of Field Operations State Office.
